It is proposed to glaze in the projecting entrance canopy and move the entrance to the right. Proposals also indicated major landscaping works to the forecourt. A large new café on the corner proposes glazing to the line of the projections above thus affecting the massing of the building. The 'knock on' effects of the café planning place the toilets on the existing wide steps leading up to the machine hall.

The changes to the entrance propose that the original external court becomes the main orientation atrium. The lower court and the upper external sculpture court are to be enclosed with a largely solid roof that will reduce the secondary lighting to all the surrounding galleries. The proposals demolish elements of the original court and cut a large opening through to the machine gallery. A substantial new stair and lift system overrides the original circulation and a number of gangway bridges cut through the spaces.

The proposals indicate that the plant rooms are to be retained. These plant rooms (added circa 1980) are cheaply constructed and block natural light into the original courtyard. The proposed new roof is placed higher than these plant rooms and will register externally from distant views.

The extent of the proposed works suggest major disruption to all the internal finishes in the building including the polished concrete floors, the rubber floors and the exposed concrete walls.
